The Socio Economic and Caste Census of 2011 was a distinct exercise from the population census, run to identify deprivation for welfare targeting. Scheme eligibility for housing, health cover and other benefits is frequently drawn from SECC lists rather than from the population census, which is why a family can appear in one and not qualify under the other.
